Deborah Parker Bailey, in June 2009, joined Deloitte’s Banking & Securities sector as a director within the Governance, Regulatory & Risk Strategies services team. Since that time, Deborah has played a key role in advising numerous individual financial institutions on governance and regulatory changes including: Enterprise Risk Management, consolidated compliance programs, stress testing, and living wills. Further, she is often asked to provide her insights into the current state of the Dodd Frank implementation horizontally across multiple organizations and the current challenges facing them, and how organizations are reacting and preparing for these changes.

Deborah’s prior experience includes more than 35 years of in-depth experience in the supervision and regulation of large, complex banking organizations, and U.S. operations of foreign banking organizations serving at both the Office of the Comptroller of the Currency and later as the Deputy Director of Supervision for the Board of Governors of the Federal Reserve System.
As the Deputy Director of Supervision, Deborah was responsible for numerous supervisory programs and risk management, including a number of Supervisory Guidance Letters and the April 2009 Supervisory Capital Assessment Program (SCAP). In 1999, she received the Special Achievement Award from Chairman of the Federal Reserve Board Alan Greenspan for her outstanding contributions to the global and foreign bank supervision program.
